Road Development

  • Emphasis of road development:
    • Expand capacity by building new roads.
    • Upgrade existing roads to improve safety and driving comfort.
    • Improve accident-prone spots.
  • New roads constructed to:
    • Improve inter-urban linkages.
    • Lead to less developed, recreational and growth centres.
    • Increase road network in rural areas.
    • Financing of road development included privatization and deferred payment method.

Urban Transport

  • Development of an integrated, efficient and reliable urban transport system.
  • Greater rationalization and optimization of public transport services.
  • Promotion of multimodalism for seamless integration - common ticketing, integrated route and facility networks.
  • Application of Intelligent Transport Systems (ITS) to alleviate urban traffic congestion.
  • Pedestrianization in urban areas to reduce car usage.

Rail Transport

  • Enhance efficiency and quality of rail services.
  • Extension of the inter-city commuter service - Rawang to Tanjung Malim.
  • Promote freight multimodalism - increase productivity and performance standards of yard and terminal facilities - build more container depots and terminal facilities.

Ports

  • Focus on improving capacity, upgrading equipment and facilities as well as enhancing the efficiency and productivity of port and port-related services.
  • Establishment of a single port authority.
  • Further promote Port Klang and Port of Tanjung Pelepas.
  • Further expand the local shipping lines and ferry services.

Airports

  • Focus on efficiency, productivity and flight safety.
  • Increase capacity to meet increasing demand.
  • Promote KLIA as a regional aviation hub.
  • New airports at Bintulu and Limbang to replace airports in town centres.
  • Upgrading of air traffic equipment to meet ICAO standards.

Communications

  • Thrust is to increase capacity to provide greater accessibility to communications and multimedia services, especially in the rural areas.
  • Malaysian Communications and Multimedia Commission (MCMC) :
    • Facilitate healthy development of the industry.
    • Set standards and promote consumer interest.
    • Oversee implementation of the USP programme increasing self regulation by the industry.

Water Supply

Ensure an adequate and sustainable supply of clean water.

  • Water Supply Management
    • Construction of new infrastructure.
    • Upgrade and rehabilitate existing systems.
    • Conservation of water resources.
    • Improve efficiency of water supply distribution.
  • Water Demand Management
    • Reduce water loss and wastage n Federal Government to plan, manage and coordinate programmes on water supply.

Sewerage

  • Extensive capital development to improve quality of effluent discharged.
  • Priority to cities, towns and tourist areas.
  • Centralised sewerage system: - reduce number of localized treatment plants - optimize resources in operations and maintenance.
  • Individual systems in hilly and isolated areas - communal septic tanks.
  • R&D to improve treatment, disposal and sludge reuse.
